Education for All: The Challenge for Special Education

Abstract

 

This paper provides an overview of international thinking regarding the move from specialist to more inclusive forms of educational provision for vulnerable groups of learners. It discusses key issues in the debate about the changing role of special education and current international efforts to provide ‘Education for All’.  We argue that the trend towards inclusive education and making education available to all, including the most marginalized groups of children, has major implications for the work of policy makers and practitioners in both general and special education.

 

本文從宏觀國際思維角度,概覽有關為脆弱的學習者提供的教育措施,從專家化漸轉為傾向融合方式的各種意見。文章討論特殊教育角色的轉變的關鍵議題,及當前國際間為提供「全民教育」所作出的努力。我們認同融合教育及包括了最被邊緣化兒童的全民教育的大趨勢,對於決策者與及一般和特殊教育前線工作者的工作而言,有著重大的影響。
