Abstract
This paper provides an overview of international thinking regarding the
move from specialist to more inclusive forms of educational provision for
vulnerable groups of learners. It discusses key issues in the debate about the
changing role of special education and current international efforts to provide
‘Education for All’. We argue that
the trend towards inclusive education and making education available to all,
including the most marginalized groups of children, has major implications for
the work of policy makers and practitioners in both general and special
education.
